International Committee of the Red Cross Accompanies Hamas in Recovery for Bodies of Captives in Gaza Strip

The International Committee of the Red Cross (ICRC) stated that its representatives accompanied Hamas officials into zones of Gaza still under Israeli military control to support the search for the remains of individuals held captive.

Truce Agreements and Captive Bodies Handover

As part of the truce negotiated by the United States, which began on 10 October, Hamas is obligated to return the remains of all Israeli hostages as soon as possible. In exchange, the Israeli government has consented to transfer 15 Palestinian bodies for each Israeli.

The organization has so far returned the remains of 15 of those held captive but zero in the last five days, as a portion of those remains are thought to be in areas past the yellow line marking Gaza’s ceasefire.

ICRC Involvement as Impartial Facilitator

“Upon the appeal of the involved sides, the Red Cross joined a participant in the hostilities as the group searched for the remains of the deceased individuals past the IDF-designated ‘yellow line’,” stated a spokesperson for the organization.

The spokesperson continued: “The parties to the conflict determined the modalities of the mission and delegated the ICRC to act as a neutral intermediary. We was not involved in the discussions.”

She additionally clarified: “The ICRC was not involved in the search for the bodies nor does it engage in the retrieval of remains.”

Global Humanitarian Law and Responsibilities

According to global legal norms, it is the responsibility of the sides involved in a conflict to locate, gather, and recover human remains.

US Ultimatum and Regional Search Efforts

Recently, the US president delivered a 48-hour demand to the organization. “They is going to have to begin returning the remains of the hostages who died, which include American citizens, promptly, or the additional nations participating in this great peace will intervene,” he wrote on his social‑media platform.

As the two-day window neared, the group, joined by the Red Cross, joined Egyptian teams, who were granted permission by Israeli authorities to look for remains past the boundary marking the Israeli military’s pullback inside Gaza. An Israeli spokesperson said the delegation would use heavy machinery and vehicles in the search.

Official Confirmation and Media Coverage

The news was supported by an unnamed Israeli official, who told Hebrew-language media that Hamas representatives had been permitted to access areas of Gaza under Israel Defense Forces (IDF) control to look for the bodies of captives, together with Egyptian and ICRC personnel.

“To achieve this goal, representatives were permitted to cross the yellow line,” the official was quoted as stating.

Video published by a regional network appeared to show members of a specialized group – part of the organization’s military wing responsible for guarding hostages – accompanying a Red Cross vehicle in a specific location near a southern city, which lies outside IDF jurisdiction.

Challenges in Finding Captive Remains

Efforts to locate for the bodies of Israeli hostages has turned into one of the most delicate matters in the truce agreed between the parties. However, the attempt to find the remains has been difficult from the outset, given the presence of an estimated 60m tonnes of debris across the territory, where, according to local health authorities, at least 10,000 Palestinians are listed as missing, buried under the debris.

Diverging Statements on Body Whereabouts

The group has claimed it lacks information on the exact locations of all the bodies, saying it has been unable to communicate with several of its units that had been holding the captives and were allegedly killed during military strikes.

However, an official representative asserted that the organization was aware of the whereabouts of the bodies. “Should the group exerted greater effort, they would be able to retrieve the bodies of our captives,” the spokesperson said.

US Stance and Weapons Surrender Talks

While the American leader has acknowledged that a portion of the bodies are difficult to reach, he said that “the rest they can hand over immediately and, for unknown reasons, they are failing to do so.”

“This could be related to the surrender of weapons of the group,” he noted.

The US administration has said it has received assurances from Hamas that the faction will surrender its arms, though no specific schedule has been established. They remains hesitant to give up its weapons without solid assurances about the future of its fighters.
