The United Kingdom and France to Deploy Forces to the Country should a Peace Agreement is Reached

Placeholder Diplomatic Meeting

The British and French governments have signed a statement of purpose concerning the stationing of military forces in Ukraine if a ceasefire be made with Russia, the Prime Minister of Britain, Starmer, has declared.

Subsequent to talks with allied nations in the French capital, he said that the allies would "create operational bases throughout Ukraine and build protected structures for weapons and equipment" to prevent any future attack.

The partner countries also put forward that the America would assume leadership in verifying a halt in hostilities.

Russia has repeatedly stated that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has not yet commented on this new announcement.

Context and Continuing War

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in early 2022, and Moscow at this time holds about 20% of the country's land.

"This represents an essential component of our pledge to be alongside Ukraine for the duration," commented the British leader.

Top officials and top officials from the "Coalition of the Willing" participated in the recent discussions.

He stated at a shared media briefing, he noted: "It establishes the framework for the operational parameters under which allied and coalition forces could work on the ground in Ukraine, defending Ukraine's airspace and waters, and regenerating Ukraine's military for the time to come."

The British leader added that Britain would participate in any Washington-directed confirmation of a possible cessation of hostilities.

Security Guarantees and Diplomatic Positions

Top US negotiator Steve Witkoff said that "long-term defense assurances and strong prosperity commitments are critical to a lasting peace" in Ukraine – alluding to a major condition made by Kyiv.

He indicated the coalition had "substantially agreed on" their work on finalizing such assurances "so that the people of Ukraine know that when this hostilities ends, it ends permanently."

Donald Trump's son-in-law, former American President Donald Trump's special envoy, also participated in the talks.

At the same time, France's leader Emmanuel Macron declared that Ukraine's allies had made "significant headway" at the meeting.

He noted that "strong" security guarantees for Kyiv had been agreed in the instance of a prospective ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "major step forward" had been made in the negotiations, but added that he would only view efforts to be "adequate" if they led to the end of the war.

Last week, he said a settlement was "largely prepared". Settling the remaining 10% would "determine the outcome of peace, the future of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and defense assurances have been at the center of ongoing disputes for negotiators.
  • The Russian President has often said that Kyiv's military must withdraw from all of Ukraine's eastern Donbas or Russia will take control, dismissing any middle ground over how to end the war.
  • Kyiv has thus far excluded giving up any territory, but has floated the idea that Ukraine could move its forces to an agreed point – but only if Russia reciprocates.

Moscow presently controls about 75% of the Donetsk oblast and some 99% of the bordering Luhansk. The pair of oblasts form the industrial region of the Donbas.

The original US-led 28-point proposal that was extensively reported to the media last year was viewed by Ukraine and its partners in Europe as being disproportionately favorable in Russia's favor.

This triggered a period of intensive discussions – with Ukraine, the US and European leaders trying to revise the document.

Last month, Ukraine presented the US an new framework – as well as distinct documents outlining prospective defense assurances and arrangements for Ukraine's recovery, he added.
